To Whom It May Concern,
I would like to request the PERMIT HISTORY for a property located at 3795 Coffey Lane, Santa Rosa, California 95403. Specifically, I am trying to find out whether the 1200 sq. ft. barn located on the property (which has a one-half (1/2) bath) is permitted as a Dwelling to lease as living space.
I would also like to request the PERMIT HISTORY for a property located at 811 Davis Street, Santa Rosa, California 95401. Specifically, I am trying to obtain the permits for other two (2) structures situated on the property. They have one duplex and another unit that are both being rented out to tenants. They may be identified with unit numbers #A, #B, and #C.
My office is involved in a litigation wherein the owner of the property is demanding loss of rent benefits pursuant to his homeowner's insurance policy. However, we are trying to surmise whether his lease of the barn is being done so legally or illegally. It is my understanding that once the Barn is up to code as a Dwelling structure (ADU, in this case), a Certificate of Occupancy will be issued.
Also, I wanted to know if you could direct me to any local laws, regulations, ordinances, or municipal codes that regulate such conversions. I have reviewed some relevant codes in Title 20 ZONING of the Santa Rosa City Code, but wanted to see if there may be any others that specifically address whether a property is required to have a Certificate of Occupancy in order to lease the property for living (as a dwelling).
