Pursuant to Government Code section 6254(k), records that are exempt from disclosure under state or federal law are also exempt under the Public Records Act. California Health and Safety Code section 19851 provides that building plans can be inspected, but not copied without permission of the professional who signed the document and the original or current property owner. Furthermore, Federal copyright law [17 U.S.C. sections 101 and 102(A)(8)] provides that architectural plans can be inspected, but cannot be copied without the permission of the copyright owner. 

 

Accordingly, the plans you have requested may not be copied.

 

However, the plans will be made available for inspection at the Planning and Economic Development Department, 100 Santa Rosa Avenue, Room 3, Santa Rosa, CA 95404. Please make arrangements in advance, as the records may be in offsite storage, by calling (707) 543-3200 option 1 to inspect the records:

Monday/Tuesday/Thursday: 8 a.m. 

Wednesday: 10:30 a.m. – 4:30 p.m. 

Friday: 8 a.m. to noon

 

Signed owner/professional affidavits were not received and your request has been closed.  

Please feel free to resubmit your request for duplication of plans along with original fully executed owner affidavits to 100 Santa Rosa Avenue, Room 3, Santa Rosa, CA 95404.

To receive copies of construction plans, blue prints, architectural or engineer drawings, engineers’ calculations, soils reports, title 24, or other documents with a design professional license seal and or signature, a signed affidavit is required from the property owner and the professional(s) of record. The forms are available here:

DIRECTIONS for Owners Requesting Duplication of Construction Plans

The property owner’s permission must be obtained before requesting permission from the design professional of record (architect/engineer).

Step 1. Obtain the property owner’s signature on the Property Owner Affidavit form. Retain a copy of all completed forms for your records. 

Step 2. Return executed affidavits including proof of ownership to:
