Pursuant to Government Code section 6254(k), records that are exempt from disclosure under state or federal law are also exempt under the Public Records Act. California Health and Safety Code section 19851 provides that building plans can be inspected, but not copied without permission of the professional who signed the document and the original or current property owner. Furthermore, Federal copyright law [17 U.S.C. sections 101 and 102(A)(8)] provides that architectural plans can be inspected, but cannot be copied without the permission of the copyright owner. 


Accordingly, the plans you have requested may not be copied.


However, the plans will be made available for inspection at the Planning and Economic Development Department, 100 Santa Rosa Avenue, Room 3, Santa Rosa, CA 95404. Please make arrangements in advance, as the records may be in offsite storage, by calling (707) 543-3200 option 1 to inspect the records:

Monday/Tuesday/Thursday: 8 a.m. 

Wednesday: 10:30 a.m. – 4:30 p.m. 

Friday: 8 a.m. to noon


Signed owner/professional affidavits were not received and your request has been closed.  

Please feel free to resubmit your request for duplication of plans along with original fully executed owner affidavits to 100 Santa Rosa Avenue, Room 3, Santa Rosa, CA 95404.

DIRECTIONS for NON-Owner’s Requesting Duplication of Construction Plans

(Examples of documents that require Affidavits: Construction plans, blue prints, architectural and engineer drawings, engineers’ calculations, soils reports, title 24, any document prepared by and or stamped by a licensed professional with a signature or seal.)

The property owner’s permission must be obtained before requesting permission from the design professional of record (architect/engineer). 

Affidavits Required

Step 1. Obtain the property owner’s signature on the Authorization of Agent to Act on Property Owner’s Behalf form.

Step 2. Obtain the property owner’s signature on the Property Owner Affidavit form.  Retain a copy of all completed forms for your records.  Mail 1 notarized copy of the fully executed Authorization of Agent to Act on Property Owner’s Behalf form AND the Property Owner Affidavit to the Design Professional(s) of Record along with the Design Professional Request for Permission to Copy Plans form by certified mail. Important: Retain the certified mail receipt as proof of mailing.

Step 3. The Professional(s) of Record must provide their permission to duplicate the plans by executing the affidavit(s). The Professional(s) of Record must return their executed affidavit along with all three completed forms described above to:

If the Design Professional(s) do not respond to the request, after 30 days, bring the certified mail receipt to the Planning & Economic Development department for review; a determination will be made by the Chief Building Official.
